Writes desired output state to the CFHEADER and updates cached input state from its response.

Remarks

Modules with IsEnabled set to false are excluded from requests, response updates, and synchronization-driven events. Header configuration and metrics remain active. Modules with an unacknowledged I²C failure are omitted from module requests until the failure is acknowledged.

Exceptions

InvalidOperationException

The USB connection is not open, background synchronization is running, or the response contains an unknown protocol address.

IOException

Writing the USB request or reading its response failed.
